- 各本能机能部分之间的调和和工作跟尾是海绵城市扶植进程中的主要内容之一。在我国前后两批试点城市海绵扶植中，多部分合作阐扬了积极感化，但也表露出一些凸起问题，给扶植项目推动带来诸多坚苦，有些乃至成为顺遂推动海绵城市扶植的瓶颈之一。美国在现代雨洪治理范畴几十年的成长进程中，逐步构成了相对有用的多部分合作机制和联邦、州、郡、市几个当局治理层级的调和机制。经由过程查阅美国政策文����Ϸapp件和年度陈述等材料，别离从联邦和处所两个层级，对美国雨洪治理中的多部分合作和其经验进行阐发，对完美我国海绵城市扶植中的多部分合作提出建议，包罗正视立法、明白职责、完美调和机制和增强流域管理合作等四个方面。
- Abstract:
- The coordination and work connection among the functional departments is one of the important contents in the process of sponge city construction. In the sponge construction of two batches of pilot cities, multi-department cooperation has played a positive role. However, the problems exposed have also brought many difficulties to construction projects, and some have even become one of the bottlenecks in the construction of sponge cities. In the course of decades of development of stormwater management in US, a relatively effective multi-department cooperation mechanism has been formed and a coordination mechanism has been established gradually at the federal, state, county and city governments. By reviewing the US policy documents and annual reports, this paper analyzes the multi-sectoral cooperation and its related experience in stormwater management from the federal and local levels. And some suggestions for improving the interagency cooperation in the sponge cities construction in China have been put forward including strengthening legal safeguards, clarifying responsibility, improving cooperation mechanisms and strengthening cooperation on watershed management.
